I don't think anything is particularly wrong with it. I do think it probably belonged to someone and got loose. There are some pigeons that have feet like these:

I agree that it was probably a pet and got loose, i've seen pictures of pigeons with feathery feet before. :)

It looks like one of those weird-looking show pigeons (and those dudes are weird! At the show I went to once, I remember these ones whose chests looked like they'd consumed their heads!) and it got loose.

...Yep, the ones I was thinking of were the fantails. Those are cool. :D But anyway... XD

I would have guessed it escaped from captivity as well, as it says on one of the comments on there.
