Default Is it normal grey mutation ?

His grey is very faded and wings are dull in color. When i compare my other grey with him he looks very bright. This belongs to my uncle.

Yes that's a normal grey bird. It can come in different shades and a bird that has recently molted is going to look brighter than a bird who has not, because the feather coloring can fade over time.

Seems like he has not molted in last 1 year lol... I gave this paper a breeding box and both were taking interest in it but them I removed it as my uncle was using last year bedding which was very dusty so I have told him to buy new or I wont let you breed lol haha this paper has laid eggs 3 times only 2 at a time and all clear. I believe it is because male isnt interested. Just because male is goi ng inside the box does it mean he is interested ??

No, two birds can be bonded and not want to mate, or they can be bonded and mating, or they can dislike each other. Just because you put 2 birds together and they get along doesn't mean they want to mate. Or maybe one does but the other doesn't.

It's hard to be sure based on the picture, but it looks like he could be cinnamon. There's a lot of individual variation in the intensity of the grey color, and some normal grey males will look darker or lighter than others. Vlad and Azazel in my signature are cinnamon, and the other non-pied males are normal grey.

Cockatiels are usually interested in checking out a nestbox or any other space that looks like it has nest potential, whether they have a mate or not. It doesn't mean that he's interested in nesting with that particular hen.
