Birds make all sorts of sounds. It's really hard to pinpoint the diagnosis with hearing it. Is there any specific behavior that he does with it.

Sorry thought the video attached. I'll get on Mac and get it attached. It's a clucking/ squawk noise. He's a 1 1/2 year old male.

I honestly doubt there's a problem. Male cockatiels are known for their singing/mimicking ability. He probably made up his own sound. I'll keep a look on this thread for the video!

It sounds exactly like a "mating" noise or a noise they make when they're masturbating. I couldn't really tell what he was doing in the video or if he was the only bird in the cage, but that's what it sounds like.

That sounds like budgies mating. Has he been housed with breeding budgies before?

Cockatiels mating/masturbating sound like this as well, very similar to budgies. I'm glad I'm not the only one who immediately recognized what that sound is....

I need to get out more...

He's always been a loner. Besides our animal house. We rescued him from a local farm and garden store. He loves to talk and sing
